According to the Department of Agriculture, Trade and Consumer Protection, your landlord isn’t allowed to charge you for routine carpet cleaning during the lease or from a security deposit, regardless of what your lease says.
Even if your lease states you should pay for carpet cleaning when you move in or move out, it’s not legal to deduct this cost from your security deposit. The only exception to this rule is when there is “unusual damage” to carpets caused by “tenant abuse”.
Nevertheless, you do have the obligation to take reasonable care of the property (including carpets), and return it to its prior state when you move out. This means if you return the carpet in essentially the same condition by vacuuming and using stain removers, or hiring a steam-cleaner and doing it yourself, then you have complied with the legislation.
